Imagine a local council worker broke into your house and stole a TV. You complained to his supervisor who investigated and discovered the worker had indeed stolen your TV.Then the supervisor decided the remedy was to have your local council – in effect, your fellow ratepayers – replace your TV and that the council worker could keep your old TV.
