Ministers are still trying to work out how to implement the carbon neutral public sector by 2025 policy, but have so far decided not to force schools to report on their individual emissions.This comes after the Ministry for the Environment warned there would be large costs in removing all greenhouse gas emissions from the public sector and practical problems in forcing agencies to purchase carbon offsets for any emissions they failed to cut after 2025.The latest cabinet paper from March said ministers will still set an overall level of ambition...
