Heavy industry has had a small win on emissions policy, with the government allowing greater protections for firms most at risk from overseas rivals who don't have to pay carbon charges. The government plans to gradually phase out free carbon credits it provides to trade-exposed emitters from 2021 to keep the pressure on firms to use technology and other methods to reduce their emissions.
