Government agencies need to maintain a clear understanding of the scope and limits of the emergency powers they have to improve the country’s response to events like the covid-19 pandemic, MPs heard yesterday. Paul Rishworth, QC, said every national emergency or crisis will be different and will likely require some bespoke legislation.
