The finance minister has criticised the KiwiRail board for not keeping shareholding ministers informed around bonus payments to senior managers.The issue has inflamed already fraught pay negotiations with the highly unionised workforce at the state-owned rail operator, which last week saw the departure of its chief executive, Greg Miller.
