Electricity sector regulators began rolling out changes to market rules on Tuesday, ahead of what could be more fundamental reform.The Electricity Authority (EA) and Commerce Commission’s energy competition taskforce said that large retailers (more than 5% market share) would be required to offer time-of-use charging,This means cheaper rates for off-peak electricity.Considering the number of electricity retailers advertising such an offering, ComCom chair John Small said only 10% of households, or 220,000, were on time-of-use charging.Off...
