Cleaning company Canterbury Industrial Scrubbing has been fined $51,000 for uninterrupted cartel behaviour over nearly two decades.The High Court at Christchurch ruled that a fine of up to $1.25 million in the civil case would have been appropriate if it weren't for the defendants' financial circumstances.
