MARKET OPEN: Fed review, pre-election forecasts hang over local market

Local investors will be tentative after muted trading on Wall Street as the US Federal Reserve's upcoming policy review promises to reinforce the low-rate message.  Meanwhile, the New Zealand government's big reveal of its fiscal position ahead of next month's election is expected to show the immediate hit to the economy wasn't as bad as feared, although climbing out of the hole will be a tougher slog.    The Dow Jones Industrial Average was virtually flat at 8am in Wellington while the Nasdaq was up 1.2 percent and the S&P 500 was up 0.6...
