By Pattrick Smellie Oct. 17 (BusinessDesk) – The Electricity Rulings Panel has handed down heavy sanctions against the national grid System Operator in a case involving an unplanned outage that closed Carter Holt Harvey’s Kinleith pulp and paper mill.
