If a country is benchmarking itself against Costa Rica, Iceland and Paraguay, there’s a good chance it’s measuring the wrong thing. But the Labour-led government is looking keenly to share in the “critical strategic advantage” that it ascribes to the cheap, 100 percent renewable electricity that Iceland and only two or three other countries possess worldwide.
