Kiwibank says the Reserve Bank will probably reinstate loan-to-value ratio borrowing restrictions next year to tame a roaring housing market, where prices have jumped 11.1 percent over the past year and monthly sales are at a three-year high.The number of sales soared 37.1 percent to 8,377 in September from the same month a year earlier, according to latest Real Estate Institute of New Zealand data.
