The Act party has released an alternative budget, ahead of the government’s on May 19, proposing to introduce a two-rate personal income tax system that would ensure lower marginal tax rates for anyone earning under $48,000 a year than at present.The 20-page document also proposes a gradual rise in the age of eligibility to 67, would scrap tax changes intended to stop speculative housing investment, and share GST with councils that let houses get built.Among surprises in the package, which is more an opening bid for coalition negotiations...
