The sheer scale of climate change goals and difficulties in reaching them has been underlined with the government saying its proposed initial carbon budget will not be met on current policy settings.Climate change minister James Shaw has released a discussion document on New Zealand’s first emissions reduction plan and the first three carbon budgets running from 2022 to 2035.
