Uncertainty about energy policy, concerns over electricity prices and difficulties in negotiating contracts have driven an increase in the number of small and medium-sized businesses seeking to band together, says Tina Schirr, executive director of the BusinessNZ Energy Council.The council recently asked its members whether they were interested in looking at power purchase agreements (PPAs).
