A parliamentary select committee has questioned why KiwiRail remains a state-owned enterprise (SOE) in the face of past and ongoing losses.The Transport and Infrastructure Committee’s annual review of KiwiRail notes, as an SOE, it is expected to operate as profitably and efficiently as a comparable business not owned by the Crown.Its for-profit designation means its assets are valued on the basis of projected future cash flows.
