The electricity industry’s rules on trading conduct in the spot market are “unsatisfactory” and hard to apply consistently, two panels of legal experts and former regulators have found.The panellists, including former Commerce Commission chair Mark Berry and former Reserve Bank governor Alan Bollard, described aspects of the six-year-old regulations as “broken” with the central requirement – a high standard of trading conduct – having “no recognised meaning in law.”The findings of the review...
