Mucking around with KiwiRail has been fair game for politicians over the past 40 years. Over this time, it has been restructured, commercialised, privatised, resold, bought back, split in half, put back together again, funded, turned around, subsidised and politicised.  All this, while expecting freight customers and passengers to love their rail experience.
