The government’s annual budget process isn’t working well for environmental wellbeing, partly because the three-year budget cycle doesn’t match the long time frames required for environmental policies, says Parliament’s environment commissioner, Simon Upton.In a report released just ahead of the government’s annual budget policy statement (BPS) today (Wednesday), Upton makes four key recommendations that he suggests would make attempts to bring environmental wellbeing into the budget process more likely to succeed....
