The Ministry for the Environment is standing by a definition of wetlands which has been criticised by planning commissioners and may inadvertently slow or prevent ongoing development of many of the country’s quarries.The ministry said it spent the past two years discussing freshwater policy with industry and environmental groups and the intent of the policy change was always to avoid further loss of wetlands.It is now working with regional councils on implementing the regulations which took effect last month.
