Last October's fire at the under-construction SkyCity convention centre and hotel was an accident, a review by Fire and Emergency New Zealand has decided. "The probable cause of this fire is believed to be an inadvertent ignition of the cardboard centre of a roll of waterproofing membrane," the report said.
