Most offices, cafes and restaurants in the CBD, through the Queen St and Commercial Bay retail precinct and throughout the greater city remained locked this morning, ahead of the city's formal lockdown at 12 noon.There were a smattering of non-essential businesses — hairdressers, bakeries and some boutique stores — open but mainly just to sort stock ahead of the weekend.
