On the same day ministers announced it would remain a state-owned enterprise (SOE), KiwiRail revealed its controversial former CEO was paid close to $2 million.The decision follows a review by the ministry of transport and the treasury, examining the entity form of the rail operator to decide what would best allow it to meet government priorities.
